European Commission updates list of air carriers subject to an operating ban

The European Commission has adopted the eighteenth update of the list of airlines banned in the European Union. Thanks to further improvements in the safety performance of TAAG Angolan Airlines the air carrier is allowed to add two aircraft to those operating into the EU. The Commission was compelled to impose operating restrictions to exclude part of the fleet of Jordan Aviation in view of numerous and repeated safety deficiencies and to ban fully all operations of the air carrier Rollins Air certified in Honduras.

With this update , the TAAG Angolan Airlines is allowed to operate into the EU two Boeing 777-300 aircraft shown to be managed safely by the air carrier which oversees their operations appropriately .

There were  concerns with the performance of Albanian air carriers and their authorities. Following the formal commitment of Albanian authorities to employ full time qualified personnel to ensure the continuous surveillance of air carriers under their regulatory authority and coupled with very strong enforcement measures – revocation of the air operator’s certificate of Albanian Airlines and the removal of one aircraft from the fleet of Belle Air - no measures were deemed necessary. Member States and in particular Italy have accepted to further enhance their ongoing cooperation with Albania by providing technical assistance focusing on improving oversight.

In order to ensure that there were no risks for safety from the operations of certain air carriers, the Commission decided to impose operating restrictions on Jordan Aviation and to exclude three aircraft of type Boeing 767 from its fleet operating into the EU.

Following information received from France regarding the safety of the air carrier Rollins Air certified in Honduras, the Commission decided to impose an operating ban on all operations of Rollins Air pending the resolution of the various significant safety issues that were first raised by France.

Furthermore, the list now includes air carriers which have been certified by the aviation authorities of the Republic of Congo (Equatorial Congo), of the Democratic Republic of Congo (Stellar Airways) and of the Philippines (Aeromajestic and Interisland Airlines) not having received the necessary documented evidence that these carriers comply with international safety standards.

The Commission has examined three air carriers certified in the Russian Federation – VIM Avia, Yakutia and Tatarstan Airlines. Because of measures adopted the Russian aviation authorities, the Commission has decided to refrain from imposing an operating ban.

EU updates list of banned airlines: adds Air Madagascar and all Mozambique carriers

The European Commission has adopted today the 17th update of the list of airlines banned in the European Union. Some airlines – including four all-cargo air carriers from Indonesia and one air carrier from Ukraine – have been removed from the list as safety concerns have been satisfactorily addressed. However, all air carriers certified in Mozambique have been banned from flying into the EU as have the operations of Air Madagascar for two specific aircraft because of significant safety deficiencies requiring decisive action in both cases.

This update removes the previous ban on the operations of four Indonesian all cargo air carriers – Cardig Air, Republic Express, Asia Link and Air Maleo. This is due to solid enforcement action taken by the Indonesian authorities to ensure that their operations are safe. Restrictions on Ukrainian airline UMAir have also been removed after solid evidence showed its performance had improved.

The authorities of Angola, Cambodia, Kazakhstan and Kyrgyzstan have intensified their efforts to enforce the international safety standards. On this basis some companies that are no longer engaged in commercial air transport have been taken off the list.

In order to ensure that there were no risks for safety from the operations of certain air carriers, the Commission with the unanimous support of the members of the Air Safety Committee has decided to impose operating restrictions in two cases. First, it has imposed an operating ban on all air carriers certified in Mozambique in view of the significant deficiencies faced by the civil aviation authorities of this country as reported by the International Civil Aviation Organization (ICAO) in the framework of its Universal Safety Oversight Audit. The Commission has also imposed restrictions on the two aircraft of type Boeing 767 operated by Air Madagascar given the persisting deficiencies in their operation and oversight.

Given that new airlines were established in the Democratic Republic of Congo, they have been added to the list as all carriers from this state are subject to operating restrictions due to insufficient capacity in the competent authorities to discharge their safety oversight responsibilities at that stage.

European Commission adds two Ghanaian airlines to the EU list of air carriers subject to an operating ban

The European Commission has updated the list of airlines banned in the European Union to impose an operating ban on one air carrier from Ghana and to place operating restrictions on another air carrier from that country.

This update is adopted following exceptional measures taken by two Member States which have banned the air carriers in question from their territory. With this update, the carrier Meridian Airways from Ghana is included in the list of banned airlines as a consequence of a series of very poor results from inspections involving not only their aircraft but also facilities used by the airline in the EU.

Another air carrier from Ghana, Airlift International, was inspected in a Member State and the results indicated a standard well below that required by international standards. The Air Safety Committee unanimously supported the introduction of operating restrictions on Airlift International to exclude from operations into the EU the inspected aircraft, plus two others that are currently in storage. This leaves the company with one aircraft that is still permitted to operate into the EU. The Commission will continue to monitor closely the performance of the airline and will intensify its consultations with the civil aviation organisation of Ghana to find sustainable solutions to the identified safety problems. The Commission will review the case of the two carriers at the next meeting of the Air Safety Committee in November.


EU blacklist updated with Blue Wings of Surinam and restrictions on Iran Air

The European Commission has updated the list of airlines banned in the European Union to include one carrier from Surinam and to expand the operating restrictions on Iran Air. In addition, two carriers from Indonesia have been removed from the list of banned airlines.

With this fourteenth update, the carrier Blue Wing Airlines from Surinam is included in the list of banned airlines following measures taken by a Member State as a consequence of a series of accidents suffered by this airline and serious deficiencies revealed during ramp inspections of its aircraft.

Based on the results of the visit to Iran, led by the Commission with the participation of experts from Member States and EASA to verify implementation by Iran Air of measures announced at the last Air Safety Committee in March 2010 by the civil aviation organisation of Iran and the air carrier, the Air Safety Committee unanimously supported the expansion of the operating restrictions imposed on Iran Air to exclude from operations into the EU its fleet of Airbus A-320 and of Boeing B-727 and B-747. The Commission will continue to closely monitor the performance of the airline through the results of ramp checks of its aircraft which can operate in the EU and will intensify its consultations with the civil aviation organisation of Iran to find sustainable solutions to the identified safety problems, where practicable through technical assistance.

With this update the Commission has also recognised the improvements in the oversight exercised by the competent authorities of Indonesia. These improvements allowed the Air Safety Committee to support the removal from the list of two Indonesian air carriers: Metro Batavia and Indonesia Air Asia.

In the same vein, the Commission welcomes the progress made by the civil aviation authority of Gabon in the implementation of the corrective action plan aimed at resolving the deficiencies identified by ICAO, and decided to allow air carrier Afrijet – which is permitted to operate under restrictions in the EU – to add another aircraft to its fleet used for such services.

In the framework of this update, the civil aviation authority of Albania is urged to intensify its oversight in relation to all carriers and continue to implement the action plan agreed with the European Aviation Safety Agency (EASA), to give priority to those areas which raise safety concerns and to speed up its technical and administrative capacity building.

Today, the Community list has four carriers whose operations are fully banned in the European Union: Ariana Afghan Airlines from Afghanistan, Blue Wing Airlines from Surinam, Siem reap Airways International from Cambodia and Silverback Cargo Freighters from Rwanda. All carriers from 17 countries – 278 companies in total – are banned: Angola, Benin, the Democratic Republic of Congo, Djibouti, Equatorial Guinea, Gabon (with the exception of three carriers which operate under restrictions and conditions), Indonesia (with the exception of six carriers from which the restrictions have been fully removed), Kazakhstan (with the exception of one carrier which operates under restrictions and conditions), the Kyrgyz Republic, Liberia, Philippines, Republic of Congo, Sierra Leone, Sao Tome and Principe, Sudan, Swaziland and Zambia. There are 9 air carriers allowed to operate under restrictions and conditions: Air Koryo from the Democratic People’s Republic of Korea, TAAG Angola Airlines, Air Astana from Kazakhstan, Iran Air from Iran, Gabon Airlines, Afrijet and SN2AG from Gabon, Air Service Comores and Ukrainian Mediterranean Airlines from Ukraine.


EU updates blacklist, includes Sudan and the Philippines

The European Commission has adopted the thirteenth update of the Community’s list of airlines banned in the European Union to include all air carriers of two additional countries: Sudan and the Philippines, on the basis of safety assessments by the International Civil Aviation Organization (ICAO).

With this update, the Air Koryo licensed in the Democratic People’s Republic of Korea, subject to an operating ban since March 2006, is allowed to resume operations into the EU with two aircraft which are fitted with the necessary equipment to comply with mandatory international standards and following appropriate oversight by its authority. The rest of its fleet remains barred from operating into the EU.

The Commission recognises the improvements in the operations of TAAG Angola Airlines by allowing the air carrier to operate under certain strict conditions with specific aircraft to all destinations in the EU, not only to Lisbon.

The civil aviation authority of Angola is urged to intensify its oversight in relation to all carriers and continue the recertification of the other Angolan air carriers which remain banned from operating into the EU.

The Commission imposes an operating ban on all operations of Sudanese air carriers, due to a poor safety performance of the civil aviation authority of Sudan resulting from persistent non-compliance with international standards in the area of oversight.

The Commission acknowledges the recent efforts launched by the competent authorities to reform the civil aviation system in the Philippines and steps taken to address safety deficiencies reported by the FAA and ICAO and measures taken by two carriers – Philippines Airlines and Cebu Airlines – to ensure safety of operations. It is ready to support the Philippines to overcome serious safety deficiencies.

In view of the significant safety concerns identified by ICAO in relation to the authorities, the Commission with the unanimous support of the Air Safety Committee is forced to follow the principle of precaution and impose an operating ban on all air carriers licensed in the Philippines. The Commission is ready to support the Philippine authorities and conduct a visit to the country.

Following an examination of the safety of Iran Air’s operations into the EU through ramp checks of its aircraft in the Community, evidence of serious incidents and accidents suffered by the carrier and insufficient oversight from the authority over the past year, the Air Safety Committee concluded unanimously that the operations of Iran Air to the EU should be restricted. The carrier will only be allowed to use certain aircraft for flights to Europe. The Commission will visit Iran over the next months to verify the oversight of the Iranian civil aviation organisation and the safety situation of Iran Air.

The results of a recent visit by the European Aviation Safety Agency to Albania indicate that the competent authority needs to strengthen its capabilities to ensure the oversight of the air carriers it licences. The authorities have been urged by the Commission to take prompt action to address these issues. The Commission will closely monitor the situation.

The Commission follows closely the performance of Egyptian air carriers. A visit to Egypt to verify the oversight functions of the civil aviation authority and the performance of certain air carriers showed that this authority is carrying out its responsibilities correctly. The Commission will continue to cooperate closely with this authority to ensure that proposed improvements can be implemented.
